〓 In 212 AD, Emperor Caracalla issued the Antonine Constitution (Edict of Caracalla), granting Roman citizenship to all free inhabitants of the Roman Empire.
〓 However, Caracalla engaged in extreme tyranny, such as imposing exorbitant taxes to fund his luxurious lifestyle. Despite realizing the policy of granting Roman citizenship to all provincial inhabitants and treating them equally with Romans, his historical evaluation is far lower than that of the Five Good Emperors.
〓 Even though Caracalla granted Roman citizenship equally to all free provincial inhabitants, superficial equality under the law did not allow the Roman Empire to regain the glory of the Five Good Emperors era.
